The Canadian government has launched two new immigration pilot programs to boost economic growth and community development in rural areas and Francophone minority communities:

Rural Community Immigration Pilot (RCIP)
Francophone Community Immigration Pilot (FCIP)

Both RCIP and FCIP are job-focused programs, meaning applicants must first secure a qualifying job offer from a designated employer within a participating community.

When & How to Apply?

The program launches on January 31, 2025.

List of Participating Communities

1. RCIP (Rural Community Immigration Pilot)

A total of 14 communities across Canada are participating in the RCIP:

Nova Scotia: Pictou County
Ontario: North Bay, Sudbury, Timmins, Sault Ste. Marie, Thunder Bay
Manitoba: Steinbach, Altona/Rhineland, Brandon
Saskatchewan: Moose Jaw
Alberta: Claresholm
British Columbia: West Kootenay, North Okanagan Shuswap, Peace Liard

2. FCIP (Francophone Community Immigration Pilot)

A total of 6 communities are participating in the FCIP:

New Brunswick: Acadian Peninsula
Ontario: Sudbury, Timmins, Superior East
Manitoba: St. Pierre Jolys
British Columbia: Kelowna

Application Process

1. For Employers

To become a designated employer, businesses must meet the following criteria:✅ Have operated continuously for at least two years in the participating community.✅ Maintain a good reputation and comply with labor and workplace safety laws.✅ Operate in an industry identified as a priority for the community.✅ Conduct at least 75% of their business within the participating community.✅ Complete required training on program guidelines and intercultural competency.✅ Commit to supporting newcomers and their families in settling.

2. For Applicants

Once an applicant has a valid job offer from a designated employer, they must complete the following steps:🔹 Gather required documents: Language test results, Educational Credential Assessment (ECA), proof of work experience, and financial documentation.🔹 Apply for community endorsement: The participating community must approve and recommend the applicant to Immigration, Refugees, and Citizenship Canada (IRCC).🔹 Submit a permanent residence application: Once endorsed, the applicant can submit their application for permanent residence to IRCC.

Eligibility Requirements

Here are the key eligibility criteria for each program:

🔹 Financial Requirements:Applicants must demonstrate they have enough money to support themselves and their families upon arrival in Canada.

Temporary Work Permits for Applicants

While waiting for their permanent residency application to be processed, applicants may qualify for a 2-year employer-specific work permit to start working and settling in Canada sooner.

Eligibility for the Temporary Work Permit:

✔️ Hold a valid job offer from a designated employer in a participating community.✔️ Obtain a referral letter from the local economic development organization.✔️ Provide proof of a submitted permanent residence application under RCIP or FCIP.✔️ Meet the general eligibility criteria for work permits set by IRCC.

🔹 Spouses or common-law partners of primary applicants may also qualify for an open work permit, allowing them to work for any employer in the community.

Hướng dẫn đăng ký

1. Đối với nhà tuyển dụng

2. Đối với ứng viên nhập cư

Sau khi có thư mời làm việc từ một nhà tuyển dụng được chỉ định, ứng viên cần thực hiện các bước sau:🔹 Chuẩn bị hồ sơ: Bao gồm bằng cấp, kinh nghiệm làm việc, chứng chỉ ngôn ngữ, tài chính, v.v.🔹 Nộp đơn xin giới thiệu từ cộng đồng: Cộng đồng sẽ xem xét và gửi đơn lên Bộ Di trú Canada (IRCC).🔹 Nộp đơn xin thường trú: Khi có thư giới thiệu, ứng viên có thể nộp hồ sơ thường trú nhân lên IRCC.

Điều kiện tham gia

Dưới đây là các yêu cầu dành cho ứng viên của hai chương trình:

Giấy phép lao động tạm thời

Trong thời gian chờ xét duyệt đơn xin thường trú, ứng viên có thể xin giấy phép lao động tạm thời (2 năm) để bắt đầu làm việc và định cư tại Canada sớm hơn.

Điều kiện để xin giấy phép lao động:✔️ Có thư mời làm việc hợp lệ từ nhà tuyển dụng được chỉ định.✔️ Nhận được thư giới thiệu từ tổ chức phát triển kinh tế địa phương.✔️ Đã nộp đơn xin thường trú theo chương trình RCIP hoặc FCIP.✔️ Đáp ứng các yêu cầu chung về giấy phép lao động của IRCC.

🔹 Vợ/chồng hoặc bạn đời của ứng viên cũng có thể xin giấy phép lao động mở, giúp họ làm việc tự do tại Canada.
